In the event of a hazardous chemical release, employers are responsible to have a plan in place to manage response. The universal priorities for response are the preservation of life, environment, and property. For each level of preservation a response team must have appropriate training to understand how to develop and execute chemical spill response plans while at the same time maintaining their own safety.
